The biggest reveal from this morning’s sources: Fable 5 was quietly restored on June 18, on Day 6 of the shutdown, following negotiations between Anthropic and White House officials. That means the model has actually been back online for six days, and many users may not have realized that the restored version is a meaningfully different product from what launched on June 9.
Mythos 5, however, remains restricted to Project Glasswing partners only — no general restoration.

What Came Back Is Not What Left
This is the detail that matters most right now. The r/ClaudeAI community’s “Fable 5 Lite” prediction was correct. The restored model ships with three notable changes:
- Tighter safety classifiers — more aggressive fallbacks to Claude Opus 4.8, particularly on prompts touching cybersecurity, chemistry, and biology
- Nationality-based access controls — API onboarding now includes mandatory compliance screening tied to user nationality
- Mandatory data retention — a new 30-day data retention requirement, per AWS’s Bedrock terms for Mythos-class models
Developers are already reporting that the model now falls back to Opus 4.8 more frequently than the original June 9 version; sometimes on prompts that the original Fable handled without restriction. Whether that’s a meaningful capability downgrade or just tighter guardrails is being actively debated in developer communities.
The Subscription Sting: Subscribers Got Cheated Out of Six Days
Here’s the part that’s generating real anger. When Fable 5 launched on June 9, Anthropic promised Pro, Max, Team, and Enterprise subscribers 13 days of free access through June 22. The model went offline on Day 3 and didn’t return until Day 10 (June 18). As of midnight today, the free window has closed and usage credits are now required; at $10 per million input tokens and $50 per million output tokens.
The math: subscribers were promised 13 days of free access. Six of those days the model simply didn’t exist. Anthropic has not announced any extension or refund for the lost days, and the subscription page went to paid access exactly as originally scheduled, as if the shutdown never happened. TechTimes reported that some customers who paid API credits and got a dark model have received refunds, but no blanket extension for subscription users has been offered.
The Deal That Got It Back

- Anthropic implementing the tighter safety classifiers and nationality-based screening
- Agreement to participate in a pre-deployment security review framework with government researchers going forward

- Mythos 5 remaining restricted to Project Glasswing — the classified government-partner track — for the foreseeable future
No formal legal agreement has been published. The export controls appear to have been lifted informally based on Anthropic’s technical commitments, consistent with Trump’s G7 comment that the company was “no longer a national security threat”.
